Petrol Price Once Again To Meet Hike on February 1. The people of Pakistan are once again to bear the increase in the price of petroleum products.

The Oil and Gas Regulatory Authority (OGRA) has recommended an increase in the price of petroleum products. In this regard OGRA has sent summery to the federal government and proposed to increase the Petrol price up to Rs.2.98.

As per the OGRA recommendation the petrol price will increase up to Rs.2.98, Rs.12.74 increase is  suggested in the price of kerosene oil while the High-speed diesel will meet hike in Price o f Rs.10.25.

If the OGRA recommendation for the petrol price hike approved the Prime Minister Shahid Khaqan Abbasi then the new prices will be applicable from 1st February, 2018.

It is worth mentioning here that the government has gifted the nation with New Year gift by increase the petroleum products prices on 1st January, 2018.

On the other hand the petroleum products prices are also going to increase in UAE.   The petroleum prices in the UAE have been raised for February 2018.

FPCCI asks PM to mediate on withholding tax on bank transaction.The Federation of Pakistan Chambers of Commerce and Industry (FPCCI) has expressed grave concern over FBR’s inaction on section 38-B and withholding tax on bank transactions and urged the prime minister to intervene into the matter.

The FPCCI Vice President & Regional Chairman Ch.Arfan Yousaf said that challenges to economy would swell if issues of discretionary powers and withholding tax on bank transactions would not be resolved. Ch.Arfan Yousaf expressed these views while talking to a delegation of Pakistan Computers Association (PCA) at the FPCCI Regional Office Lahore.

“Being a major source of revenue for the government, business community deserves honor while withholding tax should be removed as it is unjustified and double taxation”, the FPCCI Regional Chairman said and added that indirect taxes are being removed gradually throughout the world. However in Pakistan these are contributing around 60 percent to the revenue despite the fact that expenses on this practice are higher than the collections.

He said that section 38-B is being misused badly against the business community that is one of the major reasons of low tax-to-GDP ratio. He said that exports have been already declined and trade deficit is touching the sky while such issues are adding fuel to the fire. He said that FBR should stop harassing filers as it discourages businesses to come into the tax net. Registered businesses are required to comply with various departments involving a lot of financial and time resources whereas unregistered businesses are free from all such hassles.

He said that there are 3.5 million registered taxpayers out of which only around 1 million file their tax returns. Government should take all the measures to ensure filing of returns by remaining 2.5 million individuals and businesses. The government claims that it always acts as a facilitator but in this scenario it is entirely otherwise.

Ch.Arfan said that attaching bank accounts for recovery of outstanding dues is hampering business growth and tarnishing the soft image of the government. He said that bank accounts should not be attached without prior notice to the taxpayer and after seeking approval in writing of Commissioner in the light of reply submitted by the taxpayer. The recovery should be after the decision of the Tribunal and not before that.

He said that unfortunately if the FBR initiates a recovery case, the taxpayer is not allowed to defend as FBR itself is the complainant and a judge. Instead of focusing on controlling under-invoicing, curbing smuggling and expanding the tax net, the FBR seems to be inclined to pressurize registered taxpayers who are already suffering due to high rate of sales tax, income tax and Custom duties by creating fictitious cases for recovery of outstanding dues to meet revenue target.

PM opens Hazara Express Way. Prime Minister Shahid Khaqan Abbassi has inaugurated the Hasan Abdal-Havelian Expressway (E-35), which was constructed with the support of the Asian Development Bank (ADB) and the United Kingdom Department for International Development (DFID).

The E-35, also known as the Hazara Expressway, is part of the ADB/DFID’s Pakistan Economic Corridors Program to promote regional trade and economic growth in the country. The two institutions cofinanced the construction of the expressway for a total amount of $327 million. ADB provided a $205 million loan as part of its flagship National Trade Corridor Highway Investment Program, while DFID provided a $121.6 million grant for the project.

“The expressway will bring cost-effective transportation to millions of people in busy towns and deep valleys along the route,” said Xiaohong Yang, ADB Country Director for Pakistan. “It is an important step towards positioning Pakistan as a trading hub between Western and Central Asia by transforming adjoining towns and industrial zones into economic corridors.”

The new expressway is considered as the missing link in Pakistan’s transit route. It will link the northern mountainous region with existing north-south motorways to boost the connectivity within Pakistan and increase trade and commerce with the People’s Republic of China and other Central Asian countries.

“The expressway will connect Pakistan to its neighbors and important cities like Abbottabad, Haripur, and Northern region with the motorway network,” said Joanna Reid, Head of DFID Pakistan. “UKAid is pleased to have helped the Government of Pakistan provide better, safer, and faster transport connectivity so women, men, and children can access opportunities, markets, and basic services and develop their local economies.”

E-35, which is 59 kilometers (km) long with the inaugurated portion covering 45.5 km of the total, connects the existing M1 at Burhan to Havelian. The new road runs almost parallel with the existing N35 highway, which has encountered roadblocks and safety hazards due to high traffic volume and poor road conditions. The expressway will substantially reduce the travel time and cost from Islamabad to Havelian and beyond.

Other projects covered by the ADB/DFID partnership include the M4 – Motorway from Gojra to Khanewal; N50 – National Highway from Zhob to Mughal Kot; and N70 – National Highway of Qila Saifullah-Loralai-Wagham. The partnership also provides technical assistance for the development of a national transport policy, road safety, road asset management, and economic corridor planning to ensure that future infrastructure investments bring maximum economic impact. The two institutions also support the development of public-private partnerships to help Pakistan meet its infrastructure gap through sustainable private financing.

ADB, based in Manila, is dedicated to reducing poverty in Asia and the Pacific through inclusive economic growth, environmentally sustainable growth, and regional integration. Established in 1966, it is owned by 67 members—48 from the region.

Making of Anti Riot Force on Cards. Preparations are underway for raising the Anti Riot Force in the federal police. In this connection on the directives of Interior Minister Ahsan Iqbal , a team of officers has recently returned back from Iran after getting training. Reliable officer told Online that the new Anti Riot Force (ARF) is aimed at to make Islamabad sit in fee and peaceful city and provide security to the citizens and to protect the properties and lives of the people.

In this context in the police headquarters 550 youths are taking training. The officer further said that initially it has been decided to induct 2000 youths for training. Sources say former Interior Minister Chaudhry Nisar Ali Khan had sent a summary for induction of 1000 youths in the ARF to the then Prime Minister Mohammad Nawaz Sharif but to no avail.

But later on Interior Minister Ahsan Iqbal gave briefing to the Prime Minister Shahid Khaqan Abbasi on the law and order situation in the city a green signal was given for the induction of 2000 youth in the ARF which has been included in the agenda of an ensuing meeting to be held on December 26.
To a question by Online responsible officer said that this force will be used to combat sit ins and protests. With the passage of time in phases of training all police officers and personnel of Islamabad, the Islamabad police will turn to be an exemplary police force, he added. He said endeavours are underway to make the Islamabad police corruption free force.

To a question he said the reliable police officer said that ARF is being trained by the Punjab police officers recently returned from Iran.

CPEC Projects to Complete by 2030. The projects initiated under China-Pakistan Economic Corridor (CPEC) will be completed by 2030 and China is providing full support and cooperation to Pakistan for the completion of these projects by that time.

This was stated by Federal Minister for Planning and Development Dr. Ahsan Iqbal while addressing a ceremony here on Monday to launch the Long Term Plan of CPEC projects in Pakistan. The Long-Term Plan for CPEC was released by Minister Planning Ahsan Iqbal and Chinese Ambassador Yao Jing jointly at the ceremony held here today.
The Minister speaking on the occasion said work on the CPEC projects is continue with a good pace and hopefully, all these under progress projects will be completed by 2030.

Ahsan Iqbal said China is investing US dollars 56 billion for the CPEC projects, and more than US dollars 27 billion has been invested on the ongoing projects while more funds are being provided by China by some other projects which will be utilized on other projects.

He said roads, energy projects, improvement of railway, construction of bridges and Gwadar are the important projects being constructed under CPEC with Chinese financial and technical support.He said through various projects of the CPEC, difficult routes in the country are being improved and making safe routes with the improvement of the existing roads and with construction of new roads. He said besides the improvement of the present railway system, some new railway lines are being added to the railway system of the country.

He said the CPEC is a symbol of friendship and cooperation between Pakistan and China and it will prove a long lasting step in further cemented the bilateral ties between the two countries.Ahsan Iqbal said former Prime Minister Nawaz Sharif visit China in 2013 soon after taking oath and taking over the government and started discussion in improving cooperation between Pakistan and China.

“We should follow the example of progress and prosperity of China,” he added.
Being close friend of Pakistan, China provided a chance to Pakistan through CPEC for the development and progress of Pakistan, he said.

He said when the government took the charge in 2013, Pakistan’s economy was in very bad shape and international financial organizations were talking about Pakistan’s economic collapse but with the vision of Nawaz Sharif, the country had made tremendous progress in all the fields especially in economic sector. He said former Prime Minister Nawaz Sharif signed CPEC with China which will be fate changer for the region.

He said following the start of projects under CPEC and with huge Chinese investment in Pakistan, now the foreign investors are also satisfied with the performance of Pakistan and they are investing in various fields in Pakistan
Referring to importance of Gwadar, Ahsan Iqbal said it is one the most important project being completed by the support of China and added that it is being linked with Quetta through a modern road. He said the present traveling time between Gwadar and Quetta will be reduced from 40 hours to just eight hours.

He said Pakistan and China have very cordial relations and engaged in Long Term Strategy ties. He said present government made sincere efforts to engage China in long term development projects in Pakistan as all the previous governments failed to utilize Chinese investment in Pakistan.

He said the CPEC is symbol of friendship between Pakistan and China and it will further enhance all weather friendship into a strategic relationship. He said China has proven most trusted friend of Pakistan and during the time of external and internal crisis, China was the only country to support Pak and launched the game changer project of CPEC.
The Long Term Plan for CPEC is a plan approved by both the governments; Pakistan and China and will reflect the national and local plans of both the countries.

The Chinese Ambassador to Pakistan Yao JIng while addressing on this occasion China will continue its full support and help to Pakistan in the completion of the projects under CPEC.
He said Pakistan and China are very cordial relations based on mutual respect, mutual cooperation and these ties are trustworthy. Under the LTP of CPEC, the projects under progress will be completed while many new projects will be initiated very soon and all these projects will be completed by 2030.

Illegal Benefit Provided to Angro by Allowing Import of LNG. PPRA has expressed grave concern over a secret agreement reached between Sui Southern Gas Company and Angro Private Limited under the directives of ministry of petroleum on importing LNG worth billion of rupees; This agreement has been signed under the directives and permission of Prime Minister (PM) Shahid Khaqan Abbasi.

As per this agreement, Sui Southern Company has allowed Angro Company to import 200 MM Cubic feet LNG which means benefit of billion of rupees has been given to Angro company daily.Sources said PSO was directed in the past that to import 300 million square feet gas and provide it to LNG terminal which is owned by Ango company.

The government has now allowed to import 200 million square feet additional gas without inviting tenders. It means 500 square million feet LNG will be imported at Angro terminal. This way benefit of billion of rupees will be provided to Angro company on daily basis.

According to law a tender is invited through news papers for awarding contract of billion of rupees and PPRA laws have to be followed on this count.

On the other hand PM Shahid Khaqan Abbasi has allowed Ango company to import 200 MMF gas by not adhering to PPRA laws.

As per first agreement 300 MMCF million LNG gas is being imported and now 500 MMCF gas will be imported.

Sources said PM Abbasi is holding charge of ministry of petroleum and LNG agreement is also under the powers of PM. Now PM Abbasi is responsible for allowing more benefit to Angro company.

Shahid Khaqan Abbasi has signed agreement with Qatari government to import LNG at the rate of 13.37 dollars. On the other hand another international oil company ENI is agreed to sell LNG at the rate of 11.64 dollars.

Budget 2017-18 Will Be Presented On 26th May

The Budget 2017-18 will be presented tomorrow on 26th May in National Assembly. The Finance Minister Ishaq Dar will make budget speech and present the budget documents before the Senate on 26th May.

The government has almost finalised the draft of the Public Sector Development Programme (PSDP) for 2017-18 and Economic Survey 2016-17.

The government is to increase the salary and pension of government employees but the increase rate in not finalized yet.

In the National Assembly and Senate sessions on 24th to 26th May respectively, the federal budget 2017-18 will be presented and meeting will be attended by Prime Minister Nawaz Sharif and President Mamnoon Hussain.

In the budget 2017-18 no major relief is anticipated unless the prime minister chooses to interfere. On the other hand, the prime minister will summon a special meeting on the budget after his return from Saudi Arabia.

Government to announce Hajj Policy 2017 Tomorrow

Government is all set to approve the Hajj policy 2017 tomorrow in the meeting of federal cabinet chaired by Prime Minister Nawaz Sharif

The amendment in the employment policy will be made in order to ensure merit-based fresh recruitment and lifting of ban on gas connections, said sources. Its been reported that no quota has been fixed for Prime Minister and parliament members in the Hajj Policy 2017.

After the approval of Hajj Policy 2017 by the cabinet division the process of countrywide Hajj application submission will begin from 17th or 18th April and will continue till 28th April.

Total 1,072,00 pilgrims will perform Hajj for the first time under government scheme whereas 71000 under private scheme.

DGMO Pakistan Calls on Indian Counterpart Over Vengeance at LoC

Director General of Military Operations (DGMO) Pakistan has called on his Indian counterpart in order to discuss the situation of vengeance at Line of Control (LoC).

The DGMO Pakistan has contacted the Indian DGMO over the consistent Indian firing and shelling cause ten casualties including three soldiers at the LoC, reported ISPR. This is the first time since the surgical strike by India, that the DGMOs of both the countries held talks.

Pakistani DGMO had claimed proof for allegations against Pakistan that were raside by the Indian army, Prime Minister Narendra Modi and Union Home minister, Rajnath Singh.

Earlier the firing by India at LoC has claimed the lives of Captain Taimoor, Hawaldar Mushtaq Hussain and Lance naik Ghulam Hussain. The Indian forces had also targeted a passenger coach in Neelum Valley of Azad Kashmir, which resulted seven dead and seven wounded.

The DGMOs of the both countries has earlier made a hotline contact after an attack on Indian army in Baramulla District in September. The attack in in Baramulla District in September by Indian army left 19 soldiers dead and several injured.

Though, Pakistan is expecting the proof after over two months.

Renault to Assemble Cars In Pakistan by 2018

French carmaker Renault is all set to enter in the Pakistan’s fastest emerging car market with a manufacturing plant. The Renault manufacturing plant will be in Pakistan by the 2018, the government announced Thursday after the approval of Prime Minister Nawaz Sharif’s economic policy and vision.

PM approved the economic policy and vision, Board of Investment (BoI) Chairman Miftah Ismail held meetings with stakeholders in Pakistan and foreign companies in the automobile zone.

The statement of the Board of Investment said that Renault has decided to invest in Pakistan car manufacturing market and the plant will be opened by 2018.

“Exclusive nego(tiation) to develop our brand in Pakistan, incl. a manufacturing plant”.

Petroleum Prices to Remain Unchanged in November

We earlier reported you that the Government had allowed the import of the high Research Octane Number (Ron) 92. Pakistan State Oil (PSO) to import the Research Octane Number Ron 92 petrol in Pakistan in November 2016. The high quality fuel Ron 92 will be available for use in Pakistan in month of November and the government has decided to remain the petroleum price unchanged.

Prime Minister Nawaz Sharif has rejected the summary of the Oil and Gas Regulatory Authority (OGRA), which suggested raising the oil prices up to 15 % for November. OGRA proposed the petroleum price increase summery over the uptick of petroleum prices in International market.

PM said that the petroleum prices will remain unchanged in November and the government would bear the financial burden of four billion rupees.

Pemra Demands Complete Ban on Indian Content In Pakistan

Pakistan Electronic Media Regulatory Authority (PEMRA) requests to have a complete ban on Indian content in Pakistan.

Pemra Chairman Absar Alam said that their request on the complete ban on Indian content in the country has been sent to the federal government.

India has completely banned the Pakistani content in their country and Federal government earlier suggested to bar the broadcasting of Indian content in the country.

PEMRA has sent a letter to Prime Minister Nawaz Sharif, in this regard.  The Chairman of PEMRA said that they should do the same as India did with Pakistani artist, by banning the screening of Indian content across the country.

Absar Alam said that they started a crackdown against cable operators who are involved in illegal Indian Direct to-Home (DTH). He also said that he is receiving complains that three Pakistani TV channels are airing more than 6 per cent Indian content in the country.

He said that they are keeping an eye if they violate the instruction strict action would be taken against them.

No Public Holiday on 6th September 2016 Defence Day of Pakistan

There will be no public holiday on 6th September 2016 at Defence Day of Pakistan.

Pakistani nation celebrate Youm-e-Difah every year at 6th September to commemorate the sacrifices of the martyrs in Pak – India War II was fought in 1965. Both the countries had stopped war on September 6 as none of them occupied.

The 1965 war between Pakistan and India damaged the economy of both countries. Pakistan celebrates Youm-e-Difah or Defence Day just to show that the people of Pakistan were too brave and courageous as the lost their life for the sake of the country and nation and ruined the plans of their enemy on 6th September 1965.

Kashmir was the real cause behind the 1965 war between Pakistan and India, a number of people lost their lives during the war but the Kashmir dispute is yet unsolved. The war was ended by the support of United Nation UN.

The Defence Day (Youm-e-Difah) in Pakistan starts with special prayers for the peace and prosperity of the country. Prime Minister and President and address to the nation on 6th September celebrations.

There were used to be public holiday on 6th September in the country but now government has stopped the holiday on the occasion of Youm-e-Difah in Pakistan.
