PHC and UNICEF to collaborate for improving healthcare service. The Punjab Healthcare Commission and UNICEF will work together to improve the quality of maternal, neonatal and child healthcare in the province, which was agreed at a meeting held at the PHC office here on Thursday.

The UNICEF delegation was led by Chief Health UNICEF Pakistan Dr Kennedy Ongwae, while Chief Operating Officer Dr Muhammad Ajmal Khan headed the Commission’s senior management. Dr Ongwae mentioned that according to the UNICEF’s new Country Programme (2018-2022), one of the most important areas of work in healthcare delivery is ‘quality of care’ and adherence to required quality standards. He added that the UNICEF was approaching experts in quality care, organisations and authorities working in this field to ensure that infants ‘survive and thrive’ in Pakistan.

Dr Muhammad Ajmal Khan briefed the delegation about the PHC and the various aspects of its mandate. He said the Commission was the first autonomous statutory regulatory body in the SAARC region working to continuously improvethe quality of healthcare services and regulate both public and private sectors. He also enlisted various steps the Commission had taken to improve the quality of healthcare service delivery across a broad spectrum of healthcare establishments, ranging from large, multi-speciality hospitals to homeopathic clinics, basic health units, clinics of general practitioners, etc. He added that the PHC was in the process of developing MSDS for sub-specialities of various fields, and was also working on defining Minimum Service Delivery Standards (MSDS) for the midwifery centres, maternal and child health centres and family welfare centres, for which it had conducted a number of consultative workshops to solicit expert opinion and the feedback of various stakeholders.

Speaking about the PHC’s other regulatory initiatives, he stated that the Commission had trained more than 11,000 healthcare establishments to implement MSDS and improve the quality of services. “Simultaneously, the registration and licensing of healthcare establishments is also going on. So far, around 40,000 healthcare service providers have registered with the Commission and over 25,000 establishments have been provisionally licensed,” he said, adding that in fulfilling other aspects of its mandate, the PHC had sealed more than 7,000 fake treatment centres of quacks and was continuously carrying out operations across the province to combat quackery in all its forms and manifestations.

Members of the UNICEF delegation appreciated the Commission’s efforts towards improving the quality of healthcare services in Punjab and agreed to collaborate to improve the quality of healthcare service delivery at the MCH centres, family welfare centres, Basic Health Units, etc., to develop Centres of Excellence, specifically in areas where the coverage of these services is low.

Mr. Abdul Rasool Pilli has constructed a Taj Mahal replica in loving memory of his late beloved wife, Maryam.

This Taj Mahal replica is much like the original monument of love, situated in Agra, India. The Taj Mahal was commissioned by Shah Jahan in 1631, to be built in the memory of his wife Mumtaz Mahal, a Persian princess.

Umer Kot, is a town from the province of Sindh and has a rich history of its own as it is the birthplace of Mughal Emperor, Akbar the great. People are coming in from far and wide to see this great proclamation of love in Umar Kot.

Pilli said that the monument is where he goes to reminisce his beloved wife and find peace in her remembrance. Before constructing the Taj Mahal replica in Pakistan , Abdul Rasool visited Agra to view the Taj Mahal. He himself developed the plan for the monument and had built it under his constant supervision with an utmost sense of devotion.

The Taj Mahal in Pakistan was constructed with the approximate cost of 2 million and took one and a half year to be completed.

As per history Shah Jahan had ordered to cut off the hands of workers of Taj Mahal so no one dare to create another monument like it, but on the other hand, Abdul Rasool not only paid his workers but also awarded them with special gifts

About Abdul Rasool Pilli

Mr. Pilli, is a highly educated man, has done his M.A and has a Law degree in LLB.  He is also a well-known landlord and after the death of his wife, Maryam, he has left the world of politics and has instead turned to the world of spirituality.

Abdul-Rasool-Pilli-Daytimes

His grandfather, Abdul Aleem Pilli who was also a close friend of the British-India ruler, Lord Mountbatten, was famous for his skills in archery and hunting. Abdul Aleem and Lord Mountbatten occasionally hunted for lions in the jungles and mountains of British-India and there are still memorable pictures of the duo at the British Museum of History in London.

So if you want to have a great desire to see Taj Mahal but you can afford to visit to India, you can fulfill your wish by visiting Umar Kot.

LCCI Terms Withholding Tax an “Economic Intimidation”

admin | January 22, 2018 | category: Business

LCCI Terms Withholding Tax an “Economic Intimidation”. The Lahore Chamber of Commerce & Industry has termed the withholding tax on banking transaction “economic intimidation” for the business community and called for its immediate withdrawal.

The LCCI President Malik Tahir Javaid, Senior Vice President Khawaja Khawar Rashid and Vice President Zeshan Khalil said that withholding tax on banking transactions is doing more harm than good and continuously affecting the business atmosphere in the country. “Issue of withholding tax is top of the list in the other miseries like disparity in taxation system, dual taxation, high input cost and delay in refunds that must be resolved according to the demand of the business community, the LCCI office-bearers said while talking to a delegation of
All Pakistan anjuman-e- Tajran, led by Khalid Pervez.

They said that business community has rejected withholding tax on banking transactions from the first day but concerned authorities are not ready to realize the ground realities.  They said that though expansion of tax net is need of the hour but  government would have to find out new ways to bring the untaxed sectors into the tax net.

They said that measures like imposition of withholding tax on bank transactions are not doing any service to the economy as it has been observed that tax collection machinery has no authentic data to specify difference between filers and non-filers.

They said that tax on all bank transactions has been imposed forcefully, that is not only hampering the trade and economic activities but is also tarnishing the soft image of the government. They said that a number of  trade & industrial associations have approached to the LCCI and informed that imposition of tax on all banking transactions has caused
unrest and put the interests of business community on stake.

They said  that imposition of this tax has forced business community to conduct its monetary transactions in cash that is promoting undocumented economy. The LCCI office-beares hoped that withholding tax on banking  transactions will be withdrawn immediately in the larger interest of the industry, trade and economy.

Punjab Launches “100 Days to Business Reform” Plan

Punjab Launches “100 Days to Business Reform” Plan

admin | January 13, 2018 | category: Business

Punjab launches “100 Days to Business Reform” plan. The Punjab Government has launched the 100 Days to Doing Business Reform Plan to facilitate businesses and start-ups to improve the investment environment in the province, in keeping with the Punjab Growth Strategy 2018 which sets the target of achieving 8 percent economic growth.

According to Census 2017, Punjab is home to approximately 53 percent of Pakistan’s total population. It is the second largest province with a population as high as 110 million. The rapidly growing population necessitates creation of approximately 1 million quality jobs, according to the Punjab Growth Strategy 2018.

“For the economy to grow and flourish, improving the business environment is indispensable,” Secretary Planning and Development Department Iftikhar Ali Sahoo told media on the occasion of the launch of 100 Days Plan to Doing Business Reforms. “The government of Punjab has launched a spate of initiatives to ease up doing business procedures in collaboration with the World Bank. This agenda is being driven at the top level in collaboration with multiple provincial departments and agencies. More importantly, the private sector has been engaged throughout the conception and implementation phase of the reform initiatives.”

While aiming to improve the business environment of the province, the Doing Business reform agenda also seeks to improve Pakistan’s ranking on the Doing Business Index. According to the recently published World Bank’s flagship Doing Business Report 2018, Pakistan slipped by three points and now ranks at 147 out of 190 economies. However, it registered progress on the Distance to Frontier (DTF) by 51.65. DTF shows the distance of each economy to the “frontier,” which represents the best performance observed on each of the indicators across all economies in the Doing Business indicators. An economy’s distance to frontier is measured on a scale from 0 to 100, where 0 represents the lowest performance and 100 represents the frontier. The ease of doing business ranking ranges from 1 to 190.

According to the WB’s flagship Doing Business Report, India’s ranking improved from 130 to 100 – something that business and economics observers have attributed to personal interest from Prime Minister Narendar Modi.

“Ease of doing business involves introducing major reforms across departments like the SECP, State Bank and other national institutions which cannot be done without personal interest from the top leadersip,” said Secretary Sahoo.

“Which is why the Prime Minister has set up a steering committee under his chairmanship with top officials from these departments tasked to follow up on the reform and implementation process.”

World over, economies where small and medium size enterprises find the investment environment conducive through facilitation are the most vibrant. The WB Doing Business Reform ranking is based on a survey launched in February every year, with “contributors” from the private sector participating actively in the evaluation survey. The report measures 11 indicators – from laws, frameworks and procedures facilitating or hampering starting of an enterprise to others across the life cycle of a business

“It is like a race for countries who want to be at the top [in terms of appeal to investors],” said senior World Bank representative. “It is important that when reform happens, businesses should feel the impact and contributors should see implementation [to respond favourably to the survey]. In Pakistan, there has been recognized progress around four reforms in Doing Business Report 2018– from ease of starting a business to property registration, protecting minority and facilitating cross border trade. Reforms across these have contributed to improving Pakistan’s image.”

The report usually surveys the investment situation in leading commercial cities with a population over a million. Karachi’s contribution to Pakistan’s ranking is 65 percent; Lahore’s is 35 percent. Pakistan is currently pursuing 44 reforms across a range of indicators with Punjab initiating reforms aimed at registering property, enforcing contracts, dealing with construction permits and starting a business.

“The Hundred Days Plan is aimed at low hanging fruit that can generate the greatest impact in terms of improving Pakistan’s rating and Punjab’s relate to these four indicators,” said Ali Jalal, Programme Director, Programme Implementation Unit, P&D, Punjab.

“But other than the ranking, for us in the government the incentive is to really improve the business and investment environment.”

Journalists at the briefing wanted to know why only Lahore and Karachi have been selected for the survey and not other cities. Secretary Sahoo said that reforms are piloted for implementation in the main commercial cities for their efficacy and then extended to other cities at a later stage.

“Earlier it was about nationalization and business control, now it is about opening up. But our structures are still outmoded and obsolete. Reforms are meant to change that.”
