Good News for Students, They Won’t Get Failed Until Class 8.  There is a good news for students of Punjab. The Punjab Education Foundation has introduced a new policy for partner’s schools and according to which the students will not get failed until they reach class 8. The schools will not fail students from Nursery to class one. Then from Class 2 to Class 8, the schools can fail just 5% of students, and that too if badly necessary.

But all the students from Nursery to Class 8 have to be promoted to the next standard. Punjab Education Foundation has introduced a new policy Promotion and Demotion 2018 – 2019.

As per the new policy the authority will be responsible for any kind of negligence in this matter and the foundation need 100% passing result.

Punjab Education Foundation has sent notices to all schools and if the institutes will not follow the new policy the strict actions will be taken against them.The new policy is devised just to release the pressure on to the students. This action of Punjab Education Foundation will let the students learn beyond the term of getting the title of fail and pass.

This will bring outstanding change in the education system of Pakistan and it will generate ease in the lives of parents & students.

Punjab Launches Business Registration Portal for Ease of Doing Business. In keeping with its commitment to improve the investment environment in the province through ensuring ease of doing business, the Punjab Government on Wednesday launched the online Punjab Business Registration Portal to help businesses register from the comfort of home.

With its slogan of “Anytime, Anywhere”, the portal launched at the Lahore Chambers of Commerce and Industry (LCCI) promises speedy registration of businesses in “minutes” by providing access to a slew of online services, cutting down the cost, time and effort of visiting multiple government departments for the purpose.

“We attach a lot of hope to the portal especially in relation to starting a business,” said Malik Tahir Javaid, President Lahore Chamber of Commerce and Industries, the venue for the launch of the portal. “Through the online portal, businesses can submit all required documents online to start registration immediately.”

Starting a business is one of the ten World Bank’s Doing Business indicators on the basis of which 190 economies all over the world will be evaluated for business friendly reforms this year. Of these four, starting a business, registering property, getting construction permits, contract enforcement fall under the provincial domain. In Pakistan, Doing Business data for these indicators is collected from private businesses in Lahore and Karachi, with Lahore contributing 35 percent and Karachi 65 percent of the country’s share.

According to the recently published World Bank’s flagship Doing Business Report 2018, Pakistan slipped by three points and now ranks at 147 out of 190 economies. However, it registered progress on the Distance to Frontier (DTF) that shows the distance of each economy to the “frontier,” which represents the best performance observed on each of the indicators across all economies in the Doing Business indicators.” While aiming to improve the overall business environment in the country, the Doing Business reform agenda pursued by the federal and provincial governments seeks to improve Pakistan’s ranking on the Doing Business Index.

As part of the Punjab Government and World Bank’s 100 Days to Excellence in Doing Business Reform Plan, the business registration portal provides an online platform for business entities such as sole proprietorship, association of persons (firms), single member company, private and public limited companies to be registered thereby, eliminating the need for citizens to visit various departments in order to get a business registered. As a result of this online facility, the registration processing time has been reduced from approximately 17 days to 2 days. The portal not only ensures timely issuance of online registration certificates but it also provides a tracking mechanism for the applications thus making the process more transparent.

“Our [the private and public] interests are common,” said Dr Ayesha Ghaus Pasha, Provincial Minister for Finance. “As an economist I believe in the greater role of private sector [in turning around the conomy and creating employment.] The government’s role is supportive.”

Dr Pasha said the Government of Punjab had designed Growth Strategy 2018 to help accelerate economic growth and improve social indicators. “During the course of designing the strategy, we focused on improving the lives of ordinary people through creating employment opportunities. This can only happen if the private sector grows, resulting in more investment.”

She said if the Pakistani investors move ahead, it would encourage foreign investors to invest in Pakistan. In recent months, she said, the provincial government has taken several initiatives such as cutting down the time spent on registering property to 18 days, and time for construction permits reduced from 60 days to 20 days.

“A lot has been done to facilitate ease of business but it has not been communicated properly. The business community that makes opinion [about Pakistan’s image] need to more aware of this. The LCCI can help create this awareness and how private investors can benefit from these reforms. ”

Shaikh Allauddin, Punjab Minister for Industries, said the provincial government was adding final touches to its industrial policy, focusing on ensuring a credit-line for investors.

“(News about the outflow of foreign exchange amounting to USD 2 billion is a point of concern for us). We have capital but it is going out. This could be stopped through ease of doing business that will create employment opportunities.”

Chairman Planning & Development Board Muhammad Jehanzeb Khan said that to improve the investment climate and create employment, the P&D Department had launched Punjab Jobs & Competitiveness (J&C) Program in collaboration with the World Bank Group. The program supports upgrading and development of industrial infrastructure through a private sector-led competitive process.

“Businesses and government need to stay in close coordination for us to help resolve issues [impeding private investment] in a timely manner,” said Jahanzeb Khan.

During the launch, Secretary Industries, Mujtaba Piracha mentioned that industries department and PITB are going to launch one window facility for businesses at Sundar Industrial Estate in the coming month to be followed by a similar facility at Faisalabad.

Dr Umar Saif, Chairman Punjab information Technology Board, said the Government of Punjab had a “renewed focus on ensuring ease of doing business” in the province.

“By all accounts Pakistan has done great over the years – overcoming the energy deficit is one example,” said Mr Saif, who inaugurated the Punjab Business Registration Portal.

“The onus is on government to continue that momentum. The portal provides access to a host of services, making it easier for small businesses to work in Pakistan. These are baby steps, a lot more need to be done such as online payment of business related fees and the need to make sure that taxes are filed once, not 49 times. We are cognizant of all this and the government is working to remove these impediments to business. In about 4 to 6 weeks, we will introduce online payment facility so businesses would not have to visit Pakistan to pay on fees. Online payment of fee and taxes will encourage businesses to start and expand.”

The LCCI President Malik Tahir Javaid said that decline in the ranking of Pakistan does not indicate that the government was not pursuing business reforms but because others countries were doing it at a faster pace.

“LCCI aims to bring Pakistan among the top 50 countries [on the Doing Business index]. I hope this portal will set the right momentum for this and bring together more collaborators to facilitate ease of business and investment in the province.”

Secretary P&D Iftikhar Ali Sahoo, Secretary Labor Farah Masood, DG PIT Sajid Latif and Ali Jalal Program Director, Program Implementation Unit (PIU), P&D Department and other senior representatives of Government departments and different chambers of commerce from across the province also attended the ceremony.

Punjab launches “100 Days to Business Reform” plan. The Punjab Government has launched the 100 Days to Doing Business Reform Plan to facilitate businesses and start-ups to improve the investment environment in the province, in keeping with the Punjab Growth Strategy 2018 which sets the target of achieving 8 percent economic growth.  

According to Census 2017, Punjab is home to approximately 53 percent of Pakistan’s total population. It is the second largest province with a population as high as 110 million. The rapidly growing population necessitates creation of approximately 1 million quality jobs, according to the Punjab Growth Strategy 2018.

“For the economy to grow and flourish, improving the business environment is indispensable,” Secretary Planning and Development Department Iftikhar Ali Sahoo told media on the occasion of the launch of 100 Days Plan to Doing Business Reforms. “The government of Punjab has launched a spate of initiatives to ease up doing business procedures in collaboration with the World Bank. This agenda is being driven at the top level in collaboration with multiple provincial departments and agencies. More importantly, the private sector has been engaged throughout the conception and implementation phase of the reform initiatives.”

While aiming to improve the business environment of the province, the Doing Business reform agenda also seeks to improve Pakistan’s ranking on the Doing Business Index. According to the recently published World Bank’s flagship Doing Business Report 2018, Pakistan slipped by three points and now ranks at 147 out of 190 economies. However, it registered progress on the Distance to Frontier (DTF) by 51.65. DTF shows the distance of each economy to the “frontier,” which represents the best performance observed on each of the indicators across all economies in the Doing Business indicators. An economy’s distance to frontier is measured on a scale from 0 to 100, where 0 represents the lowest performance and 100 represents the frontier. The ease of doing business ranking ranges from 1 to 190.

According to the WB’s flagship Doing Business Report, India’s ranking improved from 130 to 100 – something that business and economics observers have attributed to personal interest from Prime Minister Narendar Modi.

“Ease of doing business involves introducing major reforms across departments like the SECP, State Bank and other national institutions which cannot be done without personal interest from the top leadersip,” said Secretary Sahoo.

“Which is why the Prime Minister has set up a steering committee under his chairmanship with top officials from these departments tasked to follow up on the reform and implementation process.”  

World over, economies where small and medium size enterprises find the investment environment conducive through facilitation are the most vibrant. The WB Doing Business Reform ranking is based on a survey launched in February every year, with “contributors” from the private sector participating actively in the evaluation survey. The report measures 11 indicators – from laws, frameworks and procedures facilitating or hampering starting of an enterprise to others across the life cycle of a business

“It is like a race for countries who want to be at the top [in terms of appeal to investors],” said senior World Bank representative. “It is important that when reform happens, businesses should feel the impact and contributors should see implementation [to respond favourably to the survey]. In Pakistan, there has been recognized progress around four reforms in Doing Business Report 2018– from ease of starting a business to property registration, protecting minority and facilitating cross border trade. Reforms across these have contributed to improving Pakistan’s image.”

The report usually surveys the investment situation in leading commercial cities with a population over a million. Karachi’s contribution to Pakistan’s ranking is 65 percent; Lahore’s is 35 percent. Pakistan is currently pursuing 44 reforms across a range of indicators with Punjab initiating reforms aimed at registering property, enforcing contracts, dealing with construction permits and starting a business.

“The Hundred Days Plan is aimed at low hanging fruit that can generate the greatest impact in terms of improving Pakistan’s rating and Punjab’s relate to these four indicators,” said Ali Jalal, Programme Director, Programme Implementation Unit, P&D, Punjab.

“But other than the ranking, for us in the government the incentive is to really improve the business and investment environment.”

Journalists at the briefing wanted to know why only Lahore and Karachi have been selected for the survey and not other cities. Secretary Sahoo said that reforms are piloted for implementation in the main commercial cities for their efficacy and then extended to other cities at a later stage.

“Earlier it was about nationalization and business control, now it is about opening up. But our structures are still outmoded and obsolete. Reforms are meant to change that.”

Moonis Elahi, PML central leader voiced these views today during a meeting held in  Lahore with a group of Punjab citrus farmers. Commenting on the country's current economic crisis, the PML leader said that Pakistan could turn into one of the richest nations of the world if only its
abundant natural & human resources were properly harnessed.

He emphasized the emergent need of maximizing the country's agriculture growth potential to minimize poverty and to reduce reliance on foreign loans & pittances. Citing the example of citrus  yield in Pakistan, he said that according to the UN Pakistan was the
world's 10th largest citrus producer with an annual harvest of over 2.4 million tons but its citrus export was only a few hundred thousand tons.

It amounts to throwing away our Kinnows in garbage even when we know that they can become our key foreign exchange earners, said Moonis Elahi. He accused the PMLN step- motherly treatment of agriculture as the main reason for forcing farmers to sell out their lands and orchards to real-estate developers, marriage halls & foreign investment groups. Moonis Elahi claimed that in Pakistan's 70 years the only time Pakistan was able to break its begging bowl was in 2007. He credited this historic achievement to the PML Kissan dost policies and economic initiatives adopted between 2002-2007 in Punjab.

Government of Punjab today on Monday has officially declared the holiday for Eid-u-Fitar 2017 in the province. As per notification issued by the Chief Secretary of Punjab Eid-u-Fitar 2017 holiday will be on 26, 27 and 28 of June while the 29 june will be the working day in the province.

The Pakistan Meteorological department said that there is great chance of the Shwaal moon 2017 to be sighted on 2th June on Sunday in the country. However, the final announcement for Eid-u-Fitar 2017 will be made by the Ruet-e-Hilal committee.

APBF joins hands for Advisory Forum on TVET established in Punjab to improve Public and Private Sector partnership

Better employable skills and improved Technical and Vocational Education Training (TVET) is only possible through active involvement of private sector and close collaboration with public sector; leading towards economic prosperity.This opinion was developed in the first meeting of the Punjab TVET Advisory Forum,organized here on Thursday.

The forum was organized by the TVET Reform Support Programme, which is funded by the European Union, the Federal Republic of Germany and the Royal Norwegian Embassy, implemented by the Deutsche Gesellschaftfür Internationale Zusammenarbeit (GIZ) GmbH in close collaboration with the National Vocational and Technical Training Commission (NAVTTC) as well as provincial Technical Education and Vocational Training Authorities (TEVTAs) and private sector organizations.

The forum will serve as a platform for the stakeholders from public and private sectors to improve collaboration through advocacy & awareness, provide strategic guidance regarding the implementation of the TVET reform, discuss policy issues and make the recommendations for improvements of the TVET sector. Participants agreed on the constitution of the forum as well as the terms of reference and showed interest in the scope having such forum in-place.

Mr. Hans LudwigBruns, Head of Programme TVET Reform Support Programme while opening the session shared the outcomes achieved in the first phase of TVET Reform Support Programme and shared a detailed prospect of the second phase of the Programme.

Office bearers and senior representatives from All Pakistan Business Forum, Chamber of Commerce and Industry Lahore, Faisalabad, Gujranwala, Sialkot; Punjab Technical Education and Vocational Training Authority, Pakistan Vocational Training Council, Small and Medium Enterprise Development Authority, Pakistan Board of Technical Education, Trade Testing Board and Associations of Footwear, Automotive, Freight Forwarders and other organizations participated in in the forum. They supported the idea of formation of forum, which will help in advocating the implementation of National Vocational Qualifications Framework (NVQF) and reform in TVET sector. The participants termed it as a key landmark achieved for the economic development goals of the province. Mr. Ibrahim Qureshi President APBF appreciated the need of such provincial forum to have a better working coordination on TVET between public & private sector.

The working of the forum will be facilitated through a joint secretariat representing both the public and private sectors. The Punjab TEVTA, PVTC, PBTE, TTB will be part of the secretariat, as representing the public sector, while All Pakistan Business Forum, which is a private sector body, will represent the private sector along with other relevant stakeholders.The TVET Reform Support Programme will facilitate the coordination of the secretariat.

The forum will envisage advocacy to promote paradigm shift of the traditional methods of training and vocational education to Competency Based Training & Assessment (CBT&A); where Recognition of the Prior Learning (RPL) will also help in promoting the validation of skilled workers from informal sector.

The taxi hailing service provider Uber is now officially available in Gujranwala. Uber has made the official announcement to arrive in Gujranwala today following the application proving widely famous in Pakistan and worldwide.

In the province of Punjab, Gujranwala is the third city to have the Uber car riding service after Lahore and the twin cities of Islamabad and Rawalpindi.

The government of Punjab has officially launched the 200 free wifi hotspots across the province. Initially the five major cities of Punjab including Lahore, Rawalpindi, Faisalabad, Multan and Bahawalpur will have the free wifi hotspots, whereas there will also be 16 hotspots in Murree.

Punjab Chief Minister Muhammad Shehbaz Sharif has infuriated the Free Wifi Hotspot project in a ceremony at Irfa Kareen Software Technology Park.

He while addressing the ceremony after pressing the launch button, said the internet service in five big cities was a huge step towards digitizing Punjab.

The Wifi hotspots were installed in January 2017 and had been tested for several months.

The each free wifi hotspot has the ability to cater between 800 and 1,500 users, depending on usage at the location.

ECP Bans Social Media & YouTube in its offices

Election Commission of Pakistan (ECP) has banned the use of social media and Youtube in its offices across Pakistan. In this regard ECP has issued a notification that revealed that social media websites including Facebook, Twitter and video streaming websites including Youtube will remain prohibit in the ECP offices across the country.

For putting ban on social media websites and video streaming websites ECP’s Deputy Director Syed A. Rehman sent a letter to the provisional election commissioners of Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan.

The letter revealed that the purpose on the ban of social media and Youtube on ECP Networks is to lessen the number of malware attacks and ensure the discipline of using electronic resources up to the optimum level.

The letter was sent to ECP offices nationwide on 31st March, 2017.

ECP has instructed provincial election commissioners to put immediate ban on social media and Video streaming sites with the assistance of provincial general managers of PTCL and National Telecommunication Corporation (NTC).

PCB to Launch Cool & Cool Pakistan Cup 2017

After the success two sessions of Pakistan Super League the PCB is all set to launch Cool & Cool Pakistan Cup 2017.

Pakistan Cricket Board (PCB) on Tuesday held a drafting ceremony of the players, who want to be the part of the one-day tournament of Cool & Cool Pakistan Cup 2017.

The draft ceremony was attended by the management and the skippers of the five teams.

The five teams namely Sindh, Balochistan, Punjab, Khyber Pakhtunkhwa (KP) and Federal will be the part of the Cool & Cool Pakistan cup 2017.

The Cool & Cool Pakistan Cup 2017 is all set to kick off 11th April while the final will be played in Lahore on 5th May. In the opening ceremony of the tournament Balochistan will take on Sindh.

ICAP and TEVTA discussed the avenues of development of underprivileged areas

Executive Director, The Institute of Chartered Accountants of Pakistan (ICAP) Mr. Razi Khan met Chairman, Technical Education and Vocational Training Authority (TEVTA) Mr. Irfan Qaiser Sheikh to discuss the different areas for the development of skills in the underprivileged areas of the country.  They also discussed how to explore various avenues of mutual interest with the joint efforts of ICAP and TEVTA to facilitate and invigorate the talent in Punjab.

The Institute of Chartered Accountants of Pakistan (ICAP) established under The Chartered Accountants Ordinance, 1961 is a professional self-regulatory body, operating under the CA Bye Laws 1983 and represents accountants employed in public practice, business and industry, and the public and private sectors.

Technical Education and Vocational Training Authority (TEVTA) on the other hand is governed by the Government of the Punjab to enhance global competitiveness in Punjab, through a quality and productive workforce by developing demand driven, standardized, dynamic and integrated technical education and vocational training service.

It was also agreed that the follow up meetings between the two institutes should be arranged so that the modalities can be figured out for the joint efforts and cooperation.

Motorbike Ambulance Service goes Official in Punjab

The Chief Minister of Punjab Muhammad Shehbaz Sharif has permitted the motorbike ambulance service in all the district HQs in Punjab including Lahore.

The officially launched the Motorbike Ambulance Service in major cities of Punjab will deliver the rapid and proficient emergency facility to public. The Motorbike ambulance service will be in action with 900 motorbikes whereas 900 medical technicians have also been installed.

To tackle the narrow streets and congested roads of major cities across Punjab the motorbike ambulance service will instantly arrive at the spot to help the patients.

This newly launched Motorbike ambulance service by the Government of Punjab in Lahore, Rawalpindi, Multan, Gujranwala, Faisalabad, Bahawalpur, D.G Khan, Sargodha and Sahiwal will offer quick emergency services to the people.

The CM passed approval for 300 motorbikes in Lahore division, 100 in Rawalpindi, 100 in Multan, 100 in Gujranwala, 100 in Faisalabad, 50 in Bhawalpur, 50 in Dera Ghazi Khan, 50 in Sargodha, and 50 in Sahiwal.
